A Statewide Plan

The State, local governments, the railroads and Metra are planning and implementing major railroad improvements in the state. These proposals include:

Intercity: As part of a nine-state effort, the Illinois Department of Transportation has designed a framework for improving the existing Amtrak service in the state.

Extended Commuter Rail: Several communities are leading independent studies for commuter rail extensions outside the six-county Regional Transportation Authority district.

Commuter Rail: Metra is planning major investments to improve and expand its network.

CREATE: The State and six major railroads are making major infrastructure investments within the Chicago Terminal District designed to speed interstate railroad shipments.

Projects overlap in many cases. They all require shared investments within Chicago.

The Illinois Department of Transportation should create a comprehensive railroad infrastructure plan that identifies synergies and then phases the projects to create the greatest benefit.
